Unless a snap is published by Canonical it is not considered to be an official Ubuntu application. The publisher and contact information can be found at https://snapcraft.io/store. Most snaps are *not* considered to be part of Ubuntu so cannot be reported against the Ubuntu project here on Launchpad.
Alternatively, the command 'snap info <snapname>' in a terminal might be a quicker way to obtain that information. Your suggestion #2 is due to a generic message that applies to many applications and not just emacs so if this is still a valid concern then a new bug report should be raised against the appropriate package which I believe is 'command-not-found'. The publisher for the emacs snap is indeed Alex Murray as per your comment #1 so all bugs and problems should be reported to him as per https://snapcraft.io/emacs.
