This also affected my upgrade to 24.04.1LTS I had to press and hold <ENTER> for several seconds until upgrade continued. This was the second try. First try failed and I had to reinstall my backup.
I like also to add, that the user interaction during do-release-upgrade has some more flaws, like messed up screen display.
