I ran pgbench read-only test 10 times on Ubuntu 24.04 L2 Guest(kernel :
6.8.0-47-generic) with CEDE On and CEDE Off using  ppc64_cpu --dscr=23.

L2 Guest(kernel : 6.8.0-47-generic) with CEDE On  with dscr=23.

Percentage Drop : (2180-2504 )*100/2504= ~12 %

L2 Guest when CEDE was turned ON under-performed by 12% vs CEDE turned
OFF.
