Thanks for the bug report. It is a known limitation that Xorg sessions
cannot set different displays to different scaling factors.
As for "window freezes and creates graphical irregularites", that is bug
1924689.
You can select 'Ubuntu on Wayland' at the login screen to avoid both
problems.
