So first of all it looks like there is an issue, probably duplicate entries, in 
your archive configuration ("sources") files:
/etc/apt/sources.list
/etc/apt/sources.list.d/ubuntu.sources
that is producing some "configured multiple times" Warnings.
Maybe you had "noble-proposed" already enabled?!
But that is not a big deal, and only generates warnings.

But meanwhile - the version "1:8.2.2+ds-0ubuntu1.3" got overruled
by a security-related version "1:8.2.2+ds-0ubuntu1.4" that fixes some CVEs. 
Such a security fixed version overrules a previous version quickly and even 
by-passes "-proposed", hence you can now simply install the (very) latest 
version with:
sudo apt install qemu-system=1:8.2.2+ds-0ubuntu1.4
