I have 3 PPAs with builds now:
a) reference rsyslog[1]. FTBFS in s390x as expected.
b) rsyslog with patched gzip (patch from this thread[4])[2]. FTBFS in
s390x. Unexpected.
c) rsyslog with zlib with both s390x patches removed[3]. Build
succeeds in s390x. Unexpected.

Looks like whatever rsyslog is doing, it's zlib that is affecting it.
