I was able to reproduce this in 22.04 and 24.04 (clean installs) and it's a problem that's easily reproduced. Go into the ayatana indicator settings, date and time, and turn on the 'Show the number of seconds on the panel' (all other data and time settings were also turned on). Increasing cpu usage of the mate-indicator-applet-complete process will be readily apparent in the first 24 hours. Turning off the seconds (and after restarting mate-indicator-applet-complete), the cpu usage increase no longer occurs.
