Bigger toolchain transitions like Ruby are usually pre-planned and
tracked in https://discourse.ubuntu.com/t/plucky-puffin-release-
schedule/36461, I cannot find an entry for Ruby, though. So I'm triaging
it as "Wishlist" item.
At the very latest, this transition should be triggered once Debian
moves to 3.4.
