Howdy! I also have this problem. Using Nemo 6.0.2 properties dialog I can change the icon. However:
On Ubuntu 24.04.1 Noble Numbat desktop, when I right-click an icon and choose Properties: (1) If the file does not have a custom icon, there seems no option to do anything with the icon. (2) If the file has a custom icon, and the desktop shows it, then Properties shows it also, but only offers an erase badge, not a way to edit/replace the icon. (3) If the file has a custom icon but the desktop does NOT show it, then Properties shows the custom icon but does not offer any options. In GNOME Project Files 46.2, the custom icon seems to always be visible. However, when I right click the icon and choose Properties, the behavior is the same as when when I right-click > Properties from the desktop (I see an Erase badge in Files if I would see one on Desktop).
