I've just tested Ubuntu 24.04, 24.10 and 25.04. The setting seems to be
working on all of them so I wonder what's different about your
machine...
Please run:
gnome-extensions list --enabled > extensions.txt
dconf dump /org/gnome/desktop/interface/ > settings-interface.txt
dconf dump /org/gnome/shell/ > settings-shell.txt
and attach the resulting text files here.
