I'm going to mark this as invalid:
* As far as I can tell this is really an xinetd bug and not an atftpd bug
* xinetd gained support for "inet compat" soon after this bug was opened which
probably fixed this by allowing xinetd to handle normal inetd.conf entries
* In recent versions of Ubuntu atftpd doesn't even use update-inetd so this
issue is no longer relevant
