Can you:
* Show the debconf options you have set. Run "debconf-get-selections | grep
atftp".
* Confirm this is still broken on a recent version of Ubuntu.
I'm not sure how those OPTIONS were set unless they were done manually.
I can't see anything in the postinst which would allow this order
(although I could be missing something)
