Public bug reported:
`uvt-kvm create <name> release=noble` finishes and SSH login is
possible. However, cloud-init is not completely happy with the metadata
passed by uvtool and it returns non-zero status code though it's not a
critical.
How to reproduce:
1. uvt-kvm create test release=noble
2. uvt-kvm ssh test -- cloud-init status --wait --long
