this was stuck for a while, but as mentioned by Sergio it has come back.
So the old "first such request in the history" is no  more true, it seems to 
certainly has more than one stumbling over it.

BTW - thanks for the explanation how this is triggered despite not being
really usable there.

Just like Michael I'd love to omit rom loading when it makes no sense,
but the discussion diminshed and didn't lead to changes.

Backwards I think the workaround of installing it is easily applicable,
the error leads the users relatively directly to where they need to go
/filename -> apt file -> install -> working).

But going forward, while I can't invest developing and upstreaming an
evolution of the thread Michael shared I think adding it as a
recommends, just like in all other architectures which mostly have the
same "would stumble, but do not use it" issue seems to close an
unconvenience for now many.

So I'd consider adding the recommends for plucky onward, suggest to Michael to 
do the same in Debian.
And if every resolved we can drop it here as well as on many other 
qemu-system-$arch.
