Is this reproducible if the disk is attached via a powered USB hub?
Current draw on the USB ports can be problematic.
Also, some JMicron controllers have a history of not playing nice. Does
it work if you disable UAS? Add this to /boot/firmware/cmdline.txt: usb-
storage.quirks=152d:a583:u
