Dell has observed the issue on below Broadcom cards:
BCM57414 NetXtreme-E 10Gb/25Gb
BCM57608 10Gb/25Gb/50Gb/100Gb/200Gb/400Gb Ethernet

We have seen same error even after performing below steps
1. Upstream kernel
2. apply Netplan
3. passed intel_iommu=on,sm_on in grub (able to create virtual functions in 
lspci but not reflecting in /sys/class/net)

End Result:
echo 4 > /sys/class/net/<sriov vf interface>/device/sriov_numvfs command is 
getting executed, but
cat /sys/class/net shows no virtual interface created.
In dmesg logs it shows same error for all scenarios as below:
[45183.714317] bnxt_en 0000:46:00.1 eno17305np1: Reject SRIOV config request 
since if is down!
[45183.714332] bnxt_en 0000:46:00.1: 4 VFs requested; only 0 enabled
