Looks like we should keep this bug open then, and tag it with verification-failed-noble. What happened is exactly the scenario described in "where problems could occur", so kudos for predicting that, sadly it came true.
My understanding is that trying to fix this bug didn't make it worse, but it's really not fixed. In fact, we are still exiting 2 in the described scenario, correct? If it's not worse, I believe we can proceed with the SRU, but by keeping this bug open and with the appropriate tag.
