Public bug reported:
Ubuntu 24.04.2 Desktop: settings -> network -> change a ethernet
interface's setting -> set ipv4 from automatic(DHCP) to manual, then
input IP address and netmask, and click apply button.
After you disable and re-enable the ethernet port in settings ->
network, the port still gets DHCP allocated IP address as secondary IP
in addition to the static IP address.
The correct behavior should be only static IP exists.
Tested on multiple installation on different machine with same result.
