I've identified the cause of the bug.

I use a "UGREEN mouse" with six buttons and have configured the lateral
buttons for "back" and "forward" actions. To achieve this, I created the
following file "/etc/udev/hwdb.d/90-ubuntu-custom.hwdb" with the
content:

evdev:input:b0003v2B89p0043*
 KEYBOARD_KEY_90004=back
 KEYBOARD_KEY_90005=forward

Then, I ran the command:
sudo systemd-hwdb update

After restarting the computer, the bug appeared. What's strange is that
in previous versions of Ubuntu, this same configuration did not cause
any issues.

If I remove the file "/etc/udev/hwdb.d/90-ubuntu-custom.hwdb" and run
"sudo systemd-hwdb update" the bug does not appear.
