The arch/s390/config/defconfig does not contain any statement about CONFIG_AP. This is as intended so that the given default in arch/s390/Kconfig (which is "y") is applied. So as long as Canonical is not manipulating the default config all is fine. I assume there has been a modification of the CONFIG_AP somehow. Please note - have the AP bus stuff as a kernel module is not recommended but if Ubuntu wants to run it this way it should work (Well, the module should be part of the initrd then together with the zcrypt modules and maybe pkey stuff).
