You are correct that this condition will only affect non-x86 platforms which do not expose ant DMI data to the machine and also do not use alternative methods such as ConfigDrive or kernel command line parameters to specify ds=openstack. My recollection was that bare-metal deployments in OpenStack Ironic either provide a kernel command-line parameter ds=openstack or ci.ds=openstack or provide a ConfigDrive datasource (which doesn't require any DMI data) so they should be unaffected. The expectation of this fix is that some emulated non-x86 platforms in OpenStack will be affected because libvirt driver doesn't yet support exposing DMI data (and some older kernels also do not expose DMI data).
