Usual Suspects (comparing logs further):

  maybe - log: 6.15.0-4-generic vs 6.16.0-13-generic
  No, I can recreate it with 6.15.0-4-generic

libc
  maybe - log: 2.41-6ubuntu2 vs 2.42-0ubuntu1
  I had to rebuild qemu again (the one that formerly always failed) as the 
build had picked up 2.42
  That showed that it also happened with the old libc

opensbi
  - 1.6-1 in both cases

qemu-efi-riscv64
  - 2025.02-8ubuntu1 in both cases

qemu
  - rules out above


With all that checked, I'm tempted to say risc emu on ppc and risc emu on armhf 
are very unusual combinations. Let us risk a migration-reference/0 run.
If it confirms what I see here, then it is at least unblocked.
If it works, then we have a more recent log and setup to compare.
