You have been subscribed to a public bug:

In ProFTP in Questing Quokka it is not possible to list the home
directory in either passive or active modes as this command triggers an
AppArmor response which blocks the operation and results in an error
listing the remote directory which looks like a firewall issue from
ProFTP logs until you review the syslog and see entries such as the
following:

```

The workaround is to switch AppArmor from enforce mode to complain mode for 
this application so it will still run without operations being blocked:
apt install apparmor-utils
sudo aa-complain proftpd

After this ProFTP will then list the folder contents correctly
