We already have done one bump of stable releases this cycle, with the help of
Miriam and later Arif.
We'll continue to do these, but not start to be of high frequency unless
explicitly needed.
Let us instead use this to give one more bump to 24.11.x (.3 was
recently upstream released) in questing.
