For noble, we don't *really* need this change, IIUC. If there was another upload for noble required, then this would become necessary, for the same reason we hit with jammy in bug 2110614. But, as-is, this is just a no-change rebuild for noble.
There's probably very little harm in releasing the update anyways, but we could also just stage it in -proposed.
