I decided not to pursue the cloud-init based fix.  I tested an alternate
fix - see https://code.launchpad.net/~dbungert/livecd-
rootfs/+git/livecd-rootfs/+ref/lp-2118989 - but found that the baseline
ISO appears to already be producing better passwords without any change
on my part.

@Frank - would you retest and confirm that you see reasonable passwords
again?  I'm a bit bothered that I don't know why yet that the passwords
are better, but let's at least confirm expected results first.
