Enabling Rust in QEMU's upstream Ubuntu CI, and therefore also enabling
it by default, is blocked by the older version of Rust in 24.04 and,
secondarily, 22.04.
Upstream QEMU's distro support will include Ubuntu 22.04 until April
2026 (i.e. 22.04 will be dropped in 11.0) and 24.04 until April 2028.
