Apt does this, and I'm reasonably convinced that Update Manager will do
the same, since it uses the Apt library. Have you observed.

Note that Apt will first download all updates before applying them. So
given this upgrade operation:

Fetch A
Fetch B
Fetch C
Install A
Install B
Install C

If the connection is terminated before finishing to fetch B, the whole
process is indeed interrupted, but A stays cached. Next time it will
therefore start by fetching B and not A.

But let me know if you observe otherwise and I'll open the bug again.
