Works for me in 24.04, and 25.10.
Can you run `getcap /usr/lib/snapd/snap-confine` and paste the output?
It should look like this:
ubuntu@u1:~$ getcap /usr/lib/snapd/snap-confine
/usr/lib/snapd/snap-confine
cap_chown,cap_dac_override,cap_dac_read_search,cap_fowner,cap_sys_chroot,cap_sys_ptrace,cap_sys_admin=p
** Changed in: snapd (Ubuntu)
Status: Confirmed => Incomplete
