qemu-system-* does recommend qemu-system-gui now, and did that forever. The dependency qemu-system-gui => qemu-system-* is due to the fact that qemu-system-gui (and other qemu-system modules) can't work with a different build of qemu-system, - eg, if qemu-system-gui is version 10.1.0-1, but qemu-system-x86 is version 10.1.0-2, qemu wont be able to load the gui modules. This is where the dependency from gui to any come from. I was against the dependency in the beginning, but cpaelzer liked it that way, so I didn't object, as long as it doesn't actually hurt and can be expressed in some way.
