It could be a hypervisor (like HyperV?) that doesn't support any other accelerated DRM drivers. But comment #2 also reminds me that it could be bug 2084046 making Mutter mistakenly think there are two GPUs, one of which would indeed use LLVMpipe.
I think bug 2084046 is the main issue to focus on here.
