My understanding is that it would be helpful to see warning messages when user-data presents valid schema keys but the known config modules are disabled due to configuration. I agree that this is incredibly hard to debug and we are aware of multiple "flavors" of images which may redact or disable certain modules so they do not get run in any of cloud-init's boot stages. Note that our project bug tracker is now in github. I do encourage you to file an enhancement issue at https://github.com/canonical/cloud- init/issues so we can better track and resolve this in upstream cloud- init.
