Public bug reported:

Ubuntu 25.10 Questing, clean install without further modifications.

Transmission (BT Client) access to user Downloads directory is denied.

I think that the problem may be that several XDG variables are not
set/filled, for instance $XDG_DOWNLOAD_DIR.

The apparmor profiles that rely in any of these variables may lead to
authorization errors in their corresponding application. For instance
the "transmission" profile contains this definition:
