It is available for 24.04/s390x, but not for 22.04/s390x.
It is available for other 22.04 archs though.

checking the source of bpfcc 0.18.0+ds-2 in  jammy:

debian/control has:

Package: libbpfcc-dev
Architecture: amd64 arm64 ppc64el ppc64


s390x is not listed there

but it is here:

Package: libbpfcc
Architecture: amd64 arm64 ppc64el ppc64 s390x armhf

this was changed in 0.21.0+ds-4:

  * [7e2e5e6] Build libbpfcc-dev also on s390x and armhf similar to
libbpfcc.

next step would be to confirm that only adding s390x in the correct
place is all that is needed, and then it can be done in an SRU for jammy
