The way I tested it was on physical hardware using a pure vxlan setup. If I unplugged the physical cable from one NIC, then plugged it back in. Wait 30s, then do the same with the other NIC, all traffic would then stop flowing until FRR was restarted. I'm not exactly sure how to do an automated test to validate something like that.
