This particular issue is in PackageKit, which sanitized environment variables 
so much that the debconf helper was throwing this warning.
I fixed it via 
https://github.com/PackageKit/PackageKit/commit/4c97ea734dc60c4edbdd98da37cd496fd5af35ca
 and this change will be in the next release.
