Related to the bug https://bugs.launchpad.net/ubuntu/+source/rust-sudo-
rs/+bug/2113927, a new package is required to separate the `/etc`
configuration files from sudo.

I have provided a number of branches that introduce sudo-common and
change the dependency structure for rust-sudo-rs and sudo.

sudo-common repository:

Notably sudo-common fails to build on amd64v3 as it is not captured by
"Architecture: all" in the control file, however sudo-common should be
architecture-agnostic as it only provides configuration files.
