I'm not sure we can find a general solution that fixes your case, but
also applies to all Ubuntu users, without possibly introducing
regressions.

Did [1] solve the problem for you? In general, we prefer that such
specific cases be solved with a local override indeed, that's a correct
usage of systemd overrides: tweak some settings for a particular case.
