Where you right click is important. The empty space represents the parent folder to create a new folder in. Right clicking on a folder name would be too ambiguous because the app can't really tell if you want to create a new folder in the folder being clicked or in its parent folder which is the window's current view. So it makes sense to me that the option is hidden in this case.
