I noticed something odd when I went to do-release-upgrade my Plucky
machine (ASUS ROG Zephyrus G15) to Questing.

Initially, it had the 570-open UDA drivers installed, but do-release-
upgrade claimed it was going to remove them, and it did not list any
nvidia-driver packages in the install list to replace them with. I
realized this was suspicious and worked around it on that machine by
running `sudo ubuntu-drivers install` first, which installed the 580
drivers, after which the `do-release-upgrade` worked normally.

To identify whether this would have caused an issue had I not done that,
I reproduced this behavior on a DGX B200. To start out, I freshly
provisioned a headless Plucky install via MAAS. Then, I installed the
570 drivers initially on there via `sudo apt install nvidia-
driver-570-open linux-modules-nvidia-570-open-generic-hwe-24.04`, `sudo
apt update && sudo apt dist-upgrade`d, then rebooted.

Then, I ran `sudo do-release-upgrade` to go from Plucky to questing
normally. The remove/install lists showed the same as what I saw on my
Zephyrus (570 marked for removal, no 580 drivers marked for install at
that stage).

However, I'm guessing that might have been expected, since this appeared
to uninstall the 570 drivers, then began installing the 580 *dkms*
drivers.[0]

After reboot, most of questing is installed, but cloud-init-base seems to have 
failed and prevented some things from being fully configured. (ex: `sudo apt 
install cloud-init-base` yields this:
