Per the analysis, this bug is invalid, since we did not support rust-
coreutils as default coreutils in 25.04 (plucky), as such upgrading from
a system in that configuration is not supported.
This may happen if you used the experimental oxidizr tool; you may want
to run oxidizr disable -a to disable these experiments before upgrading.
