I did a fresh install and still ran into this issue and I don't have a
backup dpkg-dist. It was a fresh install.
on my arm64 ubuntu 24.04.3 install

root@pi:~# md5sum /etc/apparmor.d/usr.lib.snapd.snap-confine.real
e4c0e265bde2506178fd9c2987510f84
/etc/apparmor.d/usr.lib.snapd.snap-confine.real
root@pi:~#
```
and capacity fowner is in the file
```
# support for the mount namespace sharing
capability fowner,
capability sys_ptrace,
```
