/run/mnt/ubuntu-seed/overlays/vc4-pi5.dtbo is the wrong file path. Check the `os_prefix=...` line in /run/mnt/ubuntu-seed/config.txt to find the path that the bootloader is using. The full overlays directory path is something like: /run/mnt/ubuntu-seed/piboot/ubuntu/pi-kernel_1047.snap/overlays/
