Sorry - it appears the issue was with what happens to proprietary packages on 
an update (nvidia drivers).
For some reason they switch from proprietary to manually installed (which is 
not changeable in the Settings window) and messes with them which messes with 
the graphics frame updates - leading to the various video issues seen.
The fix is to run ubuntu_drivers install - which replaces the drivers with what 
appears to be the exact same version - and after reboot video display is back 
to normal.
Not sure why I dont remember this appearing to happen in previous updates.
