Not sure why you filed this against x11-xserver-utils if the bug is present with xwayland.
Firefox has had a long history of glitchy behavior restoring on multiple desktops (I still have problems with it on XFCE *with* Xorg), so your first guess should perhaps be that it's a bug in firefox's wayland/xwayland support. You'll probably want to report this to Firefox, if you plan to continue using xwayland. However, maybe you want to uninstall xwayland and go back to Xorg/Gnome if you're happier with that configuration.
