Public bug reported:
ubuntu-release-upgrader ignores locale-settings, switching to the
*region's* language, making it impossible to understand what sysadmin
questions it's demanding answers to. en_US & en_CA, all UTF-8, but the
installer ONLY used fr_CA in its dialogs.
ps aux | grep -v "]"
left me with
/usr/bin/python3 -s /tmp/ubuntu-release-upgrader-xvz9dvzh/questing
--frontend=DistUpgradeViewKDE --frontend=DistUpgradeViewKDE
as the only possible thing executing this bug.

The upgrader overrode the locale & language settings, not allowing me (
sysadmin of this system, for a local resident, who is primarily English,
but in a French province ) to understand what the upgrader was telling &
asking-of me.
Do NOT ever code UI to override people's language-settings, while asking
them technical-questions that they need to answer competently, please!!
