Public bug reported:

I see that in my Ubuntu 24.04.3 LTS server Polkit process is using about
2GB of memory. After system restart the memory usage starts growing.

I'm using a fresh install of ubuntu with PCSCD service and TOMCAT.
The unique settings customization of polkit I had to made is this file:
/usr/share/polkit-1/rules.d/60-tomcat.rules with this content:

polkit.addRule(function(action, subject) { if
(subject.isInGroup("plugdev")) { return polkit.Result.YES; } })

To let tomcat use a smartcard throught pcscd service I had to add tomcat
user into plugdev group and I had to add this rule to polkit. Can it be
related?
