Update: After more testing, it seems the mt7925e driver fails to respond
to ARP requests from devices that are not in REACHABLE state, or the
response is unreliable/timing-dependent for entries in STALE/DELAY
states. Deleting and re-establishing the ARP entry from the PC side
consistently restores connectivity.
