After even more testing, tcpdump analysis reveals the PC is not
receiving ARP broadcast packets from other devices.

When monitoring with `sudo tcpdump -i wlp129s0 -n arp`, ARP requests
(who-has 192.168.50.xx) do not appear at all. However, when the PC sends
any packet (e.g., pinging the other device), it then begins receiving
broadcasts normally.
