Debugged with Guiseppe and found more breadcrumbs.

We might have found a pointer that shows what is broken.
As I assumed it is binaries of the same source being treated differently.

Look at these:

currently 60% phasing for 8.0.0-1ubuntu7.14

vs that
https://launchpad.net/ubuntu/jammy/ppc64el/libvirt-daemon - phasing done for

While the overall https://ubuntu-archive-team.ubuntu.com/phased-updates.html 
tells us that this should be over.
I can only assume is that phasing update for this has gone wrong.

Same on s390x

60% vs fully phased.

With that understood I confirm the same on s390x.
We recreated the same in fresh LXD containers - repro is as easy as lxc launch, 
apt update and look at it. But since launchpad confirms we are over that and 
need to set phaseing to 100  guess?
